- Q: Seppun Jiramu's proclaim trait is now nonfunctional for Extended/Modern/Legacy, because there is no Proclaim action?

A: As announced here, the rule that each copy of a Reaction ability may only be used once per trigger, which was dropped for Emperor Edition, has been restored.
