I am not sure if Harbingers of War allow me to draw when attaching Paneki's Mask.
Please enlighten me.
A: No, for the same reason given in that thread. You are not using the rulebook Equip action when you attach Paneki's Mask. Jon Palmer, "Paneki's Mask and Harbingers", 29 Sep 2013 - Q: Emperor Rule set:
Does [Practicing Kata] Negate/override a "something" that gives you Battle/Open "until the end of the game"/"could do otherwise" (i.e- [Glory of the Shogun]/ [Harbingers of War]/ Reserve)
A: Nope, it doesn't override any of the effects you mentioned, because it's not contradictory to them; it's just another effect in addition. For example, in the case of both it and Glory of the Shogun being in effect, you can Battle/Open Equip once per turn and also, additionally, an unlimited number of times. These are not mutually exclusive. Brook Cunningham, "Sun and Moon #rules-questions", 24 Nov 2023
