Rules Q&A
- Q: I have basic M'rika and I overlay M'rika exp from province unto her, I can't proclaim can I?
A: Per the CR on Overlay, the Personality being overlaid does not enter play. This means there's no trigger for the Proclaim player ability. So you cannot. Jon Palmer, "Overlay and proclaiming", 27 Oct 2013
