Rulings
- Erratum: Reads, "Boastful Proclamation This Event cannot resolve unless at least one other player controls a Personality. If the Province this Event resolved from is destroyed by an attacking army before the start of your next turn, then at the end of that battle’s resolution, every Personality attacking the Province permanently gains +1F/+1C and the Attacker may draw a card; otherwise, at the start of your next turn, this Province permanently gains +3 Strength and you gain 4 Honor." [MRP, Khan's Defiance, 22 January 2007] Rules Archive, August 18, 2007, p. 68
Rules Q&A
- Q: Does the honor gain happen before In Time of War checks my starting family honor for that turn, like Boastful Proclamation?
Surge says 'before' while Boastful says 'at the start' - does that mean I'm gaining honor in the previous player's turn, and In Time of War would cap my gain at 5 even if I had 3 Acolytes in play?
Or does the Dragon return to play in some moment between turns - after the previous player's turn has finished but before mine starts? Does that make it impossible to satisfy the once per turn restriction?
A: That's a right mess there.
By past precident in the Rulebook "After the end of the turn," comes before, "Before the beginning of the next turn."
That does, at first glance, create a gap of time in between the two turns. I can find any immediate leads to work with, though Jeff may have fielded something similar to this a while ago. Let me forward this over to him to check it out real quick. Martin Lund, "Rules for 25 and 26 December 2004", 3 Jan 2005 - Q: Suppose that I've resolved my Boastful Proclamation, and that my opponent was unable to take the designated province. I gain 3 honor, and the province is at +3 strength.
What happens when my opponent uses Shrine of the Sun's ability on the Boastful Proclamation? I'm fairly sure that I still keep the 3-honor gain, but do I lose the +3 province strength?
A: Yes, the Honor Gain is kept. It is an instantaneous effect, not an on-going one. Yes, the Province Strength is lost. It is an on-going effect. Same thing applies to the +1/+1 bonus if your Province was destroyed. Drawing a card like an Honor Gain - it is instantaneous, not on-going, so Shrine of the Sun won't undo it either. Martin Lund, "Rules for 24 May 2004", 27 May 2004 - Q: In one game played with one of my friends today, my total family honor on his turn was 37. He didn't attack me, so at the strarting of my turn, I must check both if the honor were 40 and gaining the 3 points from the boastful proclamation. As both things check simultaneously, the active player (me) checked the boastful first, gaining 3 honor and then I checked my total family honor that was 40. Could I do this?
A: Yes. Jeff Alexander, "rules for 26 Feb. 2004", 27 Feb 2004 - Q: 2. People are describing In Time of War as if it were some process or machine, it is not. It is a card that creates a change in the game environment. That In Time of War "checks" your starting honor is somewhat ludicrous.
A: I honestly don't understand these comments. In Time of War puts a limit on your Family Honor based on your start-of-turn Family Honor. How could this POSSIBLY happen without knowing what that number was? That's all I mean by "checking" -- answering the question, "What was my Family Honor at the start of the turn?" Jeff Alexander, "post for 3 December 2002", 4 Dec 2002 - Q: Ok Here is my Boastful Proclamation Question, If I can gain the Honor before ITOW hits, does that mean that I can gain the honor before my turn actually starts?
A: No. [card text] Jeff Alexander, "post for 3 December 2002", 4 Dec 2002 - Q: The scenario is this: on my previous turn, I have resolved Boastful Proclamation, and the province wasn't destroyed. My turn begins and I'm at 37 honor. Does the honor gain from Boastful kick in before i check to see if I win through an Honor Victory?
A: Because both the gain from Boastful Proclamation and the check for an Honor Victory have the same timing (Step B, see here), the active player chooses which happens first.
You are the active player. Choose wisely. Brook Cunningham, "Boastful Proclamation", 10 Jan 2012 - Q: A revealed Boastful Proclamation and avoided the destruction of the province. The honor gain from this would get him to 40 honor.
Does he win the game at that point, or his honor total is checked before the honor gain happens?
A: As of the most recent printing of this card (Khan's Defiance) the timing on the honor gain and the check for an honor win are simultaneous; and since they are both triggered effects resolving at step B of the timing sequence, the active player chooses which resolves first.
Please note that this ruling is based on CE timing and an older card printing; its interaction in Emperor Edition may change. Jon Palmer, "Boastful Proclamation and Honor win timing", 28 Nov 2011
