Rules Q&A
- Q: Can Courage beyond Question interrupt and negate a force bonus negation from Sanctioned Declaration?
The reason I ask is I am unclear if a force bonus negation is a force penalty in its self.
A: No. Negating a bonus is not the same as giving a penalty. Jon Palmer, "Courage beyond question vs Sanctioned Declaration", 8 Dec 2014
