Rules Q&A

• Q: Can I use his open action on my opponent's turn to draw a card? The reason I ask is due to his wording and draw a card being after a separate period.
Open, : If it is your turn, even if Yokuni is face-up in your Province, look at the top card of your Fate deck. You may put it at the bottom. Draw a card. Battle: Melee 4 Attack.
A: No, you can never use his ability on your opponent's turn.
If an ability's text starts with a phrase that begins with "If", that condition must be met to even legally take the action at all (see here). Brook Cunningham, "Togashi Yokuni, Kami - Experienced CW", 11 Aug 2015
• Q: Does Yokuni need to be in play for this trait to work? It seems to me he doesn't because it specifies out of play, but some folks want confirmation.
A: While he's out of play, Yokuni's trait only affects himself.
In play and out of play: Cards that are not either in play or in a resolution, entering-play or focusing area have the following limitations: Their continuous traits do not produce effects on anything but the card itself. Alex Jones, "Togashi Yokuni, Kami - Experienced CW", 2 Jul 2015
