Rules Q&A
- Q: The first line of City of Remembrance can kind of be read in two ways: Unaligned Nonhuman and Phoenix Clan Nonhuman Shugenja you own cost 2 less Gold.
Does this mean that Unaligned Nonhuman personalities have to shugenja? In other words, is this an additional moddifier to Shugenja, or do they just have to be Unaligned Nonhuman?
A: They must be Unaligned Nonhuman Shugenja or Phoenix Clan Nonhuman Shugenja. City of Remembrance does nothing for non-Shugenja. Martin Lund, "Rules for 20 December 2004", 25 Dec 2004 - Q: May I use the cost reduction of City of Remembrance for shadowlands personalities ?
A: The cost reduction applies to all Personalities that have the "Nonhuman" trait, the "Shugenja" trait, AND have either the "Unaligned" or the "Phoenix Clan" trait (or both). Note that the "Nonhuman" trait can be printed directly on the card or it can be caused by other traits, such as "Creature", "Oni", and "Naga".
Typical Diamond-legal Shadowlands Personalities do NOT say "Unaligned" on them. The City won't lower their costs. Jeff Alexander, "rules for 17 March 2004", 18 Mar 2004 - Q: One of my players asked me to get official rulings on these:
I'm playing City of Remembrance. If I use Iuchi Najato to give cavalry to cards while he is bowed, and then don't bow him because of the stronghold, do they get cavalry until the end of turn, or not at all because he didn't remain bowed?
A: They get it and instantly lose it. Jeff Alexander, "rules for 9-10 March 2004", 11 Mar 2004 - Q: So he does not work with Celestial Alignment either?
From Jeff: You cannot use City of Remembrance with Naokazu. He is unusual. He does not bow to use his innate ability -- he bows to create an optional effect during it.
His optional effect isnt part of the innate ability?
A: Naokazu is unusual. He does not bow to use his innate ability. Once he HAS used it, he might have to bow for something during it, but that's different. He does not combo with effects that allow Shugenja to use their innate abilities without bowing. Jeff Alexander, "rules for 2-3 March 2004", 4 Mar 2004 - Q: For Asako Naukazu
(Limited: Once per turn, look at the top card of your Fate Deck, if it is a spell, you may bow Naukazu and attach it to him without gold cost)
interacting with the City of Remembrance
(Once per turn, one of your shugenja need not bow to use its innate ability. That shugenja may not use innate abilities for the rest of the turn),
may I choose to not bow him when it is known whether he will bow (IE, when a spell is found) or must I make the decision to not bow him before I look at the top card?
A: You cannot use City of Remembrance with Naokazu. He is unusual. He does not bow to use his innate ability -- he bows to create an optional effect during it. Jeff Alexander, "rules for 1 March 2004", 2 Mar 2004 - Q: Can you bow Bloodspeaker's Sanctum to allow one of your non-shugenja personalities to cast a kiho as if they were a shugenja, if you're playing off of City of Remembrance?
A: Yes, because it's the more recent effect. Zen Faulkes, "Rules for 1 December 2003, Part 2", 2 Dec 2003 - Q: Zen Faulkes wrote:

When Agasha Kushojin use his ability and your stroghold is Kyuden Agasha, the fear strenght is calculated taking the stroghold discount in account?
No; cost reductions last until something is paid for (Enemy of My Enemy rulesheet).
This also applies to CoR, right? Like for Price of Power or other stuffs that calculate unit total gold costs?
A: I have to overrule Zen here. The new rule applies only to cost reductions that do not have an explicit duration and rely on the default duration of "until the turn ends".
The cost reduction from City of Remembrance is continual and lasts all game. It works the same as it did before. Jeff Alexander, "City of Remembrance cost reduction?", 12 Apr 2005 - Q: Zen Faulkes wrote:

A: That's my understanding of the rule. Zen Faulkes, "City of Remembrance cost reduction?", 12 Apr 2005 - Q: You say Shugenja under City of Remembrance cannot be used to cast Imbue Chi, but then, the piece of cardboard that says "Your Shugenja cannot cast Kihos" was printed before Dawn of the Empire, so its "Your" means "that you control", right? What is it that makes it impossible to play Imbue Chi under CoR?
A: Hm. You are correct. Imbue Chi can be used. Zen Faulkes, "City of Remembrance vs Imbue Chi", 9 Apr 2005 - Q: For City of Remembrance, shugenja may not cast kiho. Would this apply to someone who "may cast kihos as a shugenja"?
A: Yes. Such Personalities are treated as Shugenja in all ways throughout the casting process. Zen Faulkes, "Cor Question", 21 Mar 2005 - Q: [OBH]
Hello. I am using stronghold City Of Remembrance. I have a Black Pearl EXPERIENCED in play and Natsumi EXP (10 gc) in the discard pile. If I use Black Pearl EXP ability, what is the total discount to The Natsume EXP in my discard pile?
A: EDITED: It would be -8 total; -4 from the Pearl, -2 from the Stronghold, -2 for Clan Discount. Brook Cunningham, "Sun and Moon #rules-questions", 19 Jul 2026 - Q: Hello guys, question with the stronghold City of Remembrance Under Diamond rules. Does this card reduces the gold cost of uniligned nonhumans which are not shugenja? ot they have to be shugenja?
A: Must be Shugenja. The only noun in the first trait is "Shugenja"; Unaligned, Nonhuman, and Phoenix Clan are all adjectives describing that noun. Brook Cunningham, "Sun and Moon #rules-questions", 4 Jun 2024
