A: Sure.
Let's say you have 5 units at the current battlfield. You play CA, target any other player with units there (even yourself, if you want). So, the targeted player then has to target Personalities he controls at the battlefield until the targets' units' total combined Force is 5 or until he targets all his units if he can't exceed 5 total Force. Then, all those targets move home. Additionally, if the player controls a Terrain or Formation at the battlelfield, the movement can't be negated and his units that moved out can't move back in.
