Rules Q&A
- Q: Can the Open ability on Controlling the Seas be performed by non-monk/non-shugenja with the Thunder keyword?
A: Yes. There's no Rulebook prohibition against it, only the restrictions/requirements on the cards themselves. Brook Cunningham, "Controlling the Seas", 28 Mar 2011
