- Even two wars, the Emperor's death, and Kaede's refusal of the throne cannot change the fact that life in the Emerald Empire is happier and easier than ever for most of its citizens.

Rulings
- Does not affect Fortifications already attached to a Province or being retrieved from a deck, because it only affects cards in its Province. [VRD, 20 July 2001] Rules Archive, August 18, 2007, p. 136
Rules Q&A
- Q: When i was a kotei I used control the field to remove my opponents Strategic Crossroads and replaced it with my own. Now I had create presents with a tireless assault. so the question is does his personalities now gain the + 2 force from my Strategic Crossroads?
A: All his Personalities who moved into the battle by means of Actions will have +2 force while your Strategic Crossroad is in play (card text). It doesn't matter whether you play Strategic Crossroads before or after they move. Martin Lund, "Rules for 2 June 2004", 6 Jun 2004 - Q: I have units at province A and province B. I start the battle at province A and play Strategic Crossroads. I then play Summon Air Kami and go to do the battle at province B. Can I move units from province B to province A? In other words, does Strategic Crossroads phrasing "this battle" refer to the battle at province A or the current one?
A: Well, since Summon Air Kami breaks something on the order of a zillion rules, I'm going to improvise here. Just ignore the Terrain in the suspended battle until you go back to resolving that battle. It should only have an effect in the battle it is present at.
Oh, and Leon, Jeff asked me to tell you to get off his list. ;-) Martin Lund, "Rules for 22 May 2004", 25 May 2004 - Q: Can bowed personalities be moved into battles with for ex. Strategic Crossroads?
A: Strategic Crossroads can certainly let you move bowed Personalities into a battle. You can't assign Bowed Personalities to Battle, but you can move them in with card effects. Martin Lund, "Rules for 12 April 2004", 13 Apr 2004 - Q: So 1st action play the Crossroads, 2nd, 3rd and 4th move a unit into the battle, play Ring, is legal?
A: Yes. Martin Lund, "Rules for 12 April 2004", 13 Apr 2004 - Q: Honestly, I don't see how moving Personalities who aren't originally part of an Ambush into one, regardless of whether it comes from Strategic Crossroads or any other card 'in the battle', meets relevance DESPITE the action coming from a card or token at the battle based on two past rulings - one on stalling and another on relevance with Tireless Assault:
1) An old, somewhat unrelated, ruling dealing with Dark Path of Shadow vs Armor of Earth and stalling.
We, as players, know we can't send the unit home using DPoS because Armor of Earth will just cancel it. Thus it was decided the DPoS player was stalling if they kept trying to send the Armor of Earth unit home. Couldn't that very logic cross over in any action trying to move a Personality into an Ambush if it is illegal to do so?
A: He's not stalling because he's not trying to do something an infinite number of times to make the game run out of time before it finishes. Jeff Alexander, "rules for 17 Feb. 2004", 19 Feb 2004 - Q: 3. My opponent attacks provinces 1,2,3 and 4. I can only block 1, 2 and three. He does the fourth battle first and Strategic Crossroads. Can I use my Akodo's Grave there even if I have no presence?
A: No. It is a Battle action. Jeff Alexander, "rules for 16 Feb. 204", 18 Feb 2004 - Q: Strategic Crossroads is played in an Ambush to get the Battle actions for Ring of Water (trying to move in another personality 3 times, which fails because Ambush doesn't allow the movement). The ruling for Tireless Assault say: Ambush: Because other units may not move into the battle, any action that would try to move in another unit (e.g., Tireless Assault) are not legal because they will not satisfy the Rule of Relevance. [JA, 11 August 2003] Now, as a terrain, Strategic Crossroads is a card at the battle, which satisfies Relevance - is it legal or not?
A: No.
There is no action on Strategic Crossroads. There is a trait that describes an action players can use, but that is not an action on the Terrain. Jeff Alexander, "rules for 6 Feb. 2004", 7 Feb 2004 - Q: if i use Crossroads and say lower a jade works 0 can i not use the Stronghold produce 1 additional Gold when bowed to produce Gold for a Cavalry card. or is it the cost on the card and i can use it ?????
A: Shiro Ide cares about current cost. Crossroads only reduces the Jade Works' cost while it's in the Province. Right after you play the Jade Works, its cost changes back to 3 and it produces extra under Shiro Ide's trait. Jeff Alexander, "post for 13 February 2002", 14 Feb 2002 - Q: Hello,
I checked the Archive, and I missed the answer (if there was one). So...
If you use Crossroads and Kosaten Shiro, how does that work?
A: Badly. Kosaten Shiro reduces the cost of all your holdings by one, but locks out any further modifications. Crossroads *is* a further modification (albeit a fairly nice one). The Crossroads have no effect - though rumor has it that if you wait there long enough, Fu Leng will come out of the night to make a deal for your Soul... Vaughn Derderian, "Rules for August 22nd, Part Two", 22 Aug 2001 - Q: Is Hiruma Dojo 0 gold cost coming out of a Crossroads?
Is Fantastic Garden 4 gold?
Is Large Farm 0 or 1?
A: No, no, and 1. Vaughn Derderian, "Rules for August 22nd, Part Two", 22 Aug 2001 - Q: If I discard a Kumade When using Crossroads fortress' reaction, Do I draw 2 cards?
A: No, because assignment is not "during a battle." (Fixed.) Zen Faulkes, "Crossroads fortress", 2 Sep 2007 - Q: Hello guys question for Lotus with Crossroads of destiny. If I control an uniligned personality already. Can I reduce the cost of a second uniligned personality with this card? or it only works if I have a personality with clan aligement?
A: Yes, that works. "Unaligned" is not a "Faction trait" (which is basically another term for Chan Alignment), so the two example Personalities would have none in common. Brook Cunningham, "Sun and Moon #rules-questions", 12 Jan 2026
