Rules Q&A
- Q: Do Not Delay the Inevitable Iaijutsu Limited: One of your Personalities challenges a Personality. This cahllenge may be refused regardless of card effects. If it is refused, your Personality permanently gains, "Battle: Once per battle, issue an unrefusable challenge to an opposing Personality."
Does Kitsuki Kiyushichi's Reaction work? Political Reaction: Bow Kiyushichi when a Personality refuses a challenge from one of your other Dragon Clan Personalities to cause that Personality to accept the challenge instead.
A: "Regardless of card effects" would apply to Kiyushichi's Reaction. It produces card effects, and those effects can't prevent your from refusing. Martin Lund, "Rules for 12 September 2004", 15 Sep 2004
