Rules Q&A

So the action fully ignores relevance?
(fine by me, btw could it be added to the Acc.Rulings next update, please. Thanks.)
I would have expected it to need a tactician at the battefield. That way it would seem more "relevance rule friendly"
(If using up tactician was a effect it would be a correct wording, since it would meet relevance , but then it would need the tactician to be in the battlefield)
Thanks for your time.
A: It can't meet Relevance, ever.
The Action isn't printed on a card that can be at a battle.
It doesn't affect cards that can be at a battle, the battle itself, or any Provinces.
It doesn't create anything.
It doesn't target anything.
Yet it is a Battle Action.
Ergo, it ignores the Rule of Relevance completely, kind of like Mushin. Martin Lund, "Clarification on Favor to the Horde 2nd", 8 May 2006
