A: Because they count as each other for uniqueness AND they're not two different experience levels of the same card. Giving Iuchi Shahai a -1F/-1C token is not an effect, but a cost. As such, Yajinden's reaction should not affect that. It could affect the chi penalty given as the optional targeting effect.
A: The token placed on Shahai is not in fact a cost, as it does not appear in the constraints block.
