- Reaction: After Osen enters play, target a Human Personality with Chi less than or equal to Osen's. He is really Osen in disguise. Transfer all cards attached to the target to Osen that can legally attach to him. Remove the target and all his remaining attached cards from the game.

Rulings
- If some effect gives a Chi bonus to Personalities in play (e.g., Fortress of the Dragonfly) or while a Personality is coming into play, that Chi bonus may be used for Osen's ability. [JA, 16 June 2001] Rules Archive, August 18, 2007, p. 109
Rules Q&A
- Q: 2) Suppose I have a kiho attached to shugenja Bob. Up pops Kitsu Osen. Can he attach the kiho?
A: Yes. Jeff Alexander, "post for 25 November 2002", 26 Nov 2002 - Q: If I have a Fortress of the Dragon Fly in play and Osen exp. sitting in my province, can I bring him out to nuke a 4 Chi personality?
I guess so, because...
The fortress does not say, "While the personalities are in Play" so does this affect personalities in the deck?
Following the precedent for Bayushi Yojiro (Exp. 2), I have no choice but to say, "Yes, it does."
A: Don't use Yojiro Exp2 as a precedent. His current wording template is admitedly poor and doesn't match intent. (It will in Gold, thankfully.) Fortress of the Dragonfly, like most everything else, applies only to Personalities in play.
That being said, the ruling is nonetheless correct. Since it's ambiguous whether he gets the +1C before or after he uses his reaction, it's up to the active player to decide. Typically, she'll chose to apply the +1C first. Jeff Alexander, "replies to 12-13 June", 16 Jun 2001 - Q: [Jade] If a personality with 2 chi has a blood sword with one token attached to it, that personality now has a chi of 5 and can thus not be targeted by Kitsu Osen exp? Or are they still a legal target since the blood sword itself gets the token?
A: First one; they are not a legal target. The entirety of the Bloodsword's Chi bonuses go directly to the Personality as long as it is attached. That is to say, the token increases the Bloodsword's printed bonus, which all goes to the Personality. Brook Cunningham, "Sun and Moon #rules-questions", 12 Apr 2026 - Q: [Jade] For Kitsu Osen exp ETB effect, you can’t use feign death to save your targeted personality, right? Bc they are removed from the game instead of destroyed? Err, regular Kitsu Osen (Plus flavor wise, it just doesn’t make any sense)
A: No, you were right the first time; Kitsu Osen Exp.
Correct. RftG is not the same as destroyed. Brook Cunningham, "Sun and Moon #rules-questions", 31 Mar 2026
