Rulings
- You are bound by all restrictions and requirements of the Personality, including minimum honor. [DW, email, 18 March 1999] Rules Archive, August 18, 2007, p. 23
- The honor loss caused by Kolat Recruiter itself does not occur until after the Personality is in play. [Card text] Rules Archive, August 18, 2007, p. 23
- Coming into play effects are not waived. E.g., Oni no Akuma destroys its Province. [Card text] Rules Archive, August 18, 2007, p. 23
- You do not gain honor if the Personality belongs to your clan. [6/9/99] Rules Archive, August 18, 2007, p. 23
- When used on a face-up card, targets a particular card type. Thus, a response to targeting a card type (e.g., Way of Shadow) can be played (provided that the response does not require the targeted card be in play; e.g., you could not use a response that triggers when one of "your" cards is targeted). [9/10/99] Rules Archive, August 18, 2007, p. 23
- Effects triggered by coming into play are not waived. [card text] Accumulated Rulings, February 8, 2000, p. 38
- Can be countered by something like Way of the Shadow, since Kolat Recruiter targets a card, but, if the countering card needs to be played as soon as Kolat Recruiter is announced, you can't wait for KR to flip over the Dynasty card and then play it now that you know it's legal. [9/10/99] Accumulated Rulings, February 8, 2000, p. 38
Rules Q&A
- Q: Honor Requirements : Personalities' Honor Requirements need only be met during the Dynasty Phase. [JA, 27 September 2001]
Kolat Recruiter You are bound by all restrictions and requirements of the Personality, including minimum honor. [DW, email, 18 March 1999]
Relevant Text : Kolat Recruiter Limited: Target a Dynasty card in another player's Province. Turn that card face-up if it is face-down. If it is a Personality, you may bring that card into play, paying all costs. If it is a Holding or Region, the other player may immediately bring it into play without cost. In all cases, play restrictions must still be met. Lose 2 Honor.
Isn't that a little bit inconsistent ? I mean : where on the Kolat Recruiter is it specified that I must meet an extra restriction ?
A: Well, that would be "In all cases, play restrictions must still be met," apparently. It isn't up to me though. If you don't like one of Dave's rulings on the books, you need to mail Jeff directly. I can't Martin Lund, "Rules for 23 October 2004", 25 Oct 2004 - Q: Marty, I posted a question on the 10th of August asking for a review of the Honor Requirements for Kolat recruiter. Could you pass this on to the Rules Junta? (I expect that this request is too late to impact GenCon, but I don't Kolat Recruiter being viable until Tishi Sensei anyway).
A: The ruling stands. An Honor Requirement is a restriction. Kolat Recruiter says restrictions must be met. Martin Lund, "Rules for 14 - 17 August 2004", 18 Aug 2004 - Q: There's a couple of conflicting rulings on hand regarding whether Honor requirements need to be met at all times. I remember from the discussions of A Wish Granted this ruling being referenced:
Personalities' Honor Requirements need only be met during the Dynasty Phase. [JA, 27 September 2001]
However, I went to make sure I was remembering correctly and found this under Kolat Recruiter:
You are bound by all restrictions and requirements of the Personality, including minimum honor. [DW, email, 18 March 1999]
Does the first ruling, being more recent, override the one on Kolat Recruiter? I'm honestly not sure because I don't know if Honor Requirements count as play restrictions anymore.
A: Honor Requirements are a play restriction. [Glossary p. 103]
Also, the MRP of Kolat Recruiter says "In all cases, play restrictions must still be met." [card text] That plus the Glossary make things pretty clear. Jeff Alexander, "rules for 26 Feb. 2004", 27 Feb 2004 - Q: [B]y the ext you quote (below) and the Archive ("Personalities' Honor Requirements need only be met during the Dynasty Phase. [JA, 27 September 2001]", Kolat Recruiter does NOT need to meet the honor requirement.
A: You're being very selective in your quoting of the Archive. In particular, the ruling specifically that you have to meet honor requirements is still there. (Rules Archive, Specific Cards, Kolat Recruiter.) Zen Faulkes, "Rules for 3 November 2003, Part 3", 4 Nov 2003 - Q: From the Archive: "Personalities' Honor Requirements need only be met during the Dynasty Phase. [JA, 27 September 2001]
Wasn't this reversed so Kolat Recruiter couldn't ignore honor requirments?
A: If it was, it would be in the Archive. That sort of being the point of the thing and all. In any case, there's text on Kolat Recruiter saying it must meet requirements. Zen Faulkes, "Rules for 3 November 2003", 3 Nov 2003 - Q: I target a province containing a Samurai Personality with Kolat Recruiter. [C]an I use a Hiruma Dojo to reduce the cost of the Samurai by 4?
A: Yes. Zen Faulkes, "Rules for 28 October 2003", 29 Oct 2003 - Q: With Egg of Pan ku or Kolat Recruiter, can you bring the personality into play for your opponent?
A: No. Zen Faulkes, "Rules for 30 September 2003, Part 2", 1 Oct 2003 - Q: One ruling states that you must observe all restrictions including Honor Requirements. A later ruling states the Honor Requirements only matter during the Dynasty Phase. Does the later ruling override the earlier one?
A: As Jeff said, no. The specific overrides the general. Zen Faulkes, "Rules for 12 September 2003, Part 2", 13 Sep 2003 - Q: (W)hy would you have to meet an honor restriction when playing a kolat recruiter?
A: Because of the specific card text on Kolat Recruiter and the clarifying ruling in the Archive for it. Zen Faulkes, "Kolat Recruiter and Others", 17 Mar 2005 - Q: would you have to meet the restriction when using Shiroko's raid ability? for Hinome exp's raid ability?
A: No. No. Zen Faulkes, "Kolat Recruiter and Others", 17 Mar 2005 - Q: (I)f saemon is at province 1 and the active battle is province 2, can saemon target a personality of his owners in province 1 and give them a follower?
A: Yes (Diamond rules, pg. 81). Zen Faulkes, "Kolat Recruiter and Others", 17 Mar 2005 - Q: (I)f a personality is killed by non-permanent chi death, does he have 0 chi permanently?
A: No (Diamond rules, pg. 70). Zen Faulkes, "Kolat Recruiter and Others", 17 Mar 2005
