Q: Can I pay 7 gold for a really expensive shugenja with the Phoenix Stronghold, then take advantage of its new Shadowlands trait with something like the Kuni Wastelands, which makes Shadowlands cards cheaper? A: No. The shugenja doesn't gain the Shadowlands trait until she's in play. (By the way, this means you technically haven't "brought a Shadowlands card into play" if the shugenja didn't have the trait initially.) Legend of the Five Rings FAQ, Version 3.6.2, May 1998, p. 21

Q: [Jade] Do I get the discount from Kuni Wastelands when bringing a personality into play using Sacred Temple of the Phoenix to produce 7 gold and give the Shadowlands trait?
A: No. They don't get Shadowlands from the Stronghold until after they enter play, not while paying.

The stronghold said “when bringing” and “the Shugenja involved gains…” which made me wonder") Yeah, the Oracle text is based on a contemporary Ruling.
