- Q: Can Arranged Marriage be used on a personality in a province?
"A target Human Personality permanently gains your Clan alignment."
This does not specify in play, so can I use this on a personality in my province during the Action Phase before I bring him in to play during Dynasty?

A: I'm afraid you have it backwards.
Your action needs to specify that it CAN target or affect an out-of-play card (not the other way around, as you suggested, that it could because it doesn't specify "in-play").
