Rules Q&A
- Q: Can Kyuden Kyotei bow to get Mura Sabishi Toshi, since it is a marketplace?
A: No. A Marketplace is not a Market. See Keywords:
In keywords, parts of words or phrases are not the same as the whole word or phrase. Example: Dragon Clan and Dragon are different keywords. A Ninjato doesn’t count as a Ninja. A Monkey Clan Personality is not a Monk. Alex Jones, "Kyuden Kyotei vs. Mura Sabishi Toshi", 20 Oct 2008 - Q: concerning: viewtopic.php?f=59&t=71016#p922646
It semmes that the answer is in contradiction with the explication that have been given explaining the erata of Kyuden Kotei. viewtopic.php?f=59&t=70472
precisely those parts:
Starting from 1 October 2008, Kyuden Kyotei will read (underlined text is new):
Your Market holdings in and out of play have the Legacy keyword. Political Reaction: Even if this Stronghold is bowed, if you control the Imperial Favor, before a Fate card out of play turns face-up from an action, trait, duel, or from being discarded: Give the card +1 Focus Value when it turns face-up.
(...)
It will no longer be useable: * when playing an Action card, because the turning face-up is from the rulebook, not the action itself; * when playing an attachment, again because the turning face-up is from the rulebook (sorry, there is no more Kyotei/Yarijutsu combo); * when taking an action on a face-down Ring or other card in the hand; new additions to the Comprehensive Rules (Using abilities on non-Action cards from the hand) clarify that the process of taking that action turns the card face-up before it is discarded or enters play.
bolded text is mine.
A: The Ring is turned face-up by the rulebook before you announce which ability you wish to use. See Using abilities on non-Action cards from the hand: Sometimes, through card text, an ability is able to be used from the hand even though the card it's on is not an Action card; for example, the "discard from hand" cost on a Ring's ability, or a Follower whose ability puts itself into play from the hand. When such an ability is used, the action must be legal to take in Good Faith (see Good Faith Rule). If it is, then the player turns the card face up in his or her hand, then announces and takes the action. If, when the action ends, the card is still in the hand, it turns face down again.
Thus, Kyuden Kyotei's Reaction may not be used. Alex Jones, "Kyuden Kyotei - Discarding a Ring", 26 Sep 2008 - Q: viewtopic.php?f=59&t=71016
The Question was if you can use Kyuden Kyoteis reaction during the discard of o a ring to pay for it being played. The answer was affermative.
Since you are playing the ring wouldn't it be face up before the discard? That seems to prevent it.
A: Ah, I see the point. Thanks for the catch. That said, you're then turning a card face-up for an action, and can use the stronghold for that part of its trait. It doesn't say "effect of an action," so discarding for a cost would also seem to fit its criteria. The net effect seems to me to be exactly the same.
Again, there may be some context I'm missing as to why the "discard" part is particularly important. Zen Faulkes, "Kyuden Kyotei - Discarding a Ring", 26 Sep 2008 - Q: Political Reaction: Even if this Stronghold is bowed, if you control the Imperial Favor, before a Fate card out of play turns face-up from an action, trait, duel, or from being discarded: Give the card +1 Focus Value when it turns face-up.
If I were playing a ring, and paying it's cost by discarding it from hand, would I be able to trigger Kyuden Kyotei, as the cost of the ring is to discard it?
A: This is one of these questions that looks so obvious that I wonder what if I am missing something.
Nothing seems to prevent it.
But again, I feel like I must be missing some sort of context for why this is a question. Zen Faulkes, "Kyuden Kyotei - Discarding a Ring", 25 Sep 2008 - Q: Can I do the following:
I announce that I intend to play a card from my hand, and prepare to reveal the card to show what ability on the card is going to be used. I use Kyuden Kyotei's reaction to increase the upcoming focus value by one I use the reaction on Gunso Chitose to straighten Ayano's unit, in response to that political reaction. I resume with playing action from hand, which is revealed to be Two-Front War. I then target Ayano as the personality performing the action, who is a target courtier and able to bow to pay the required cost of Two-Front War.
A: Yes, that interaction looks legal to me. Brook Cunningham, "Timing and Targeting with Kyuden Kyotei and Gunso Chitose", 7 Jun 2008 - Q: As a follow up, how would this ruling change if I was playing a card that said "Target an unbowed Courtier you control"?
A: No change at all. Ayano (in your example) would be straight by the time you reached the targeting step of taking the action.
In both cases, to the best of your knowledge in Good Faith, you will be able to pay the cost or target the required target (in the former and latter questions respectively).
http://rules.l5r.com/Abilities_and_actions#A._Announce_the_action:"Aspects of the game state should be considered under the good faith rule...
The intent of the Good Faith Rule is to prevent players from abusively attempting actions whose costs and requirements they know they cannot fulfill... while at the same time allowing players to take actions whose costs and requirements they know they can fulfill." Brook Cunningham, "Timing and Targeting with Kyuden Kyotei and Gunso Chitose", 7 Jun 2008 - Q: Political Reaction:
A: Raising the Focus Value is an effect from an Ability (Limited, Open, Battle, or Reaction), so it does not happen unless you choose to play the ability.
If you want to use the Reaction to raise the Focus Value and make it harder to use your own Shrine ... well, I'm not going to stop you - I just don't understand the motivation. I'd be much more inclined to use the Reaction to make it harder for my opponent to use his Shrine. Martin Lund, "Shrine to Fukurokujin and Kyuden Kyotei", 27 Mar 2008 - Q: Looking for clarification on Tsukao's ability and the reaction from Kyuden Kyotei. Can I use the reaction in conjunction with Tsukao.
Kakita Tsukao Force/Chi:2 / 3 Ho/Co/PH:6 / 7 / 3 Crane Clan. Samurai. Artisan. Limited: Pay 3 Gold and discard a card from your hand: Create an Armor Item with a Force bonus equal to the Focus Value of the discarded card, and attach the Armor to a target Personality.

Province Strength:6 Gold Production:4 Starting Honor:6 Your Market holdings in and out of play have the Legacy keyword. Political Reaction: Even if this Stronghold is bowed, if you control the Imperial Favor, before a Fate card out of play turns face-up: Give the card +1 Focus Value when it turns face-up.
A: Sure you can.
Discarding a card makes it go from a place where it was face-down (your hand) to a place where it is face-up (your discard pile), so it turns face up, and you can play a Reaction timed around that. It'll gain +1FV and keep that bonus until the end of the turn in your Discard Pile. So when you check to see what the Force Bonus is on the created item, you'll lock in the increased number on your new Item Card. Martin Lund, "Kakita Tsukao", 28 Feb 2008 - Q: Sincerity Bushido Virtue Political Limited: Bow one of your target Samurai: Target a card in your hand and another player. That player guesses whether the card’s base Focus Value is “high” (3 or more) or “low” (2 or less). Show the card. If the guess is right, the player draws a card; otherwise gain 3 Honor.
Kyuden Kyotei Your Market holdings in and out of play have the Legacy keyword. Political Reaction: Even if this Stronghold is bowed, if you control the Imperial Favor, before a Fate card out of play turns face-up: Give the card +1 Focus Value when it turns face-up.
Can I use Kyuden Kyotei to bump the FV of the card targeted by Sincerity when I show it to my opponent?
A: You can, but Sincerity's card text is very clear about referring to the "base" focus value of the card you reveal. The base value is the printed value, not the modified value.
Ergo, boosting the Focus Value of the card from 2 to 3 won't change the fact that it is "low" for Sincerity because its Base focus value is 2. Martin Lund, "Sincerity, Kyuden Kyotei", 12 Feb 2008
