- Q: Card says "target a face-up human personality in any player's province."
If I am in a battle and my opponent has personalities in the battle, are they considered to be "face-up in a province" ?

A: No. They aren't "in" the Province.
I know Jeff, Roger, and all the guys over in Design have been putting a lot of work into clearing the location vs. timing language for battles vs. provinces a good working over for Lotus.
