Otomo Shishi Unaligned Economic Advisor. Toturi's Army When you bring a Holding into play, if Shishi is face-up in one of your Provinces, Shishi costs 0 Gold until the turn ends.
Famous Bazaar Bow this card: Produce 2 Gold. After this card enters play from a province: Refill the province face-up.
A: Shishi's cost is not reduced for having purchased the Famous Bazaar.
Until such time as an erratum can bring older cards like him in line with newer ones, wherein his triggered (essentially) trait would have a more appropriate "After" timing, you should play it as it reads. That is, "When" you bring a Holding into play would precede Bazaar's "After" timing, and it would be too late for Shishi to trigger in your example.
