Rulings
- Erratum: Reads, "Peasant Revolt Each Personality and Follower with over 2 Force bows. No Personality or Follower with over 2 Force can straighten before your next turn." [MRP, Gold Edition, 1 July 2001] Rules Archive, August 18, 2007, p. 74
- The bowing effect only happens when Peasant Revolt is revealed. Cards brought into play or raised to 3F+ while the Revolt is active do not automatically become bowed as well. [Card text] Rules Archive, August 18, 2007, p. 74
- Any bowed Personality or Follower who has a Force of 3+ and tries to straighten in any way while Peasant Revolt is in effect is prevented from doing so, regardless of whether it was initially bowed by the Revolt or whether it was even in play or 3F+ at that time. [DW, l5rinfo, 11/4/96] Accumulated Rulings, February 8, 2000, p. 47
- Clarified: bowed cards do not straighten immediately when the Revolt ends, but must wait for their normal Straighten Phases. Text Change & Errata List, February 15, 2000, p. 11
- Clarified: the restriction against straightening applies to all cards which are 3F or more at the time, not just those initially bowed by the Event. Text Change & Errata List, February 15, 2000, p. 11
Rules Q&A
- Q: From what I remember of your SAtW ruling, you target all the peeps fitting the criteria of no followers. Why doesnt the same follow suit for IC or PR? Each one has specific catagories of personalities which would seem to follow the same logic as Stands.
There's an important distinction between the two, though. Stand always has an abolute number of personalities that it can affect. Whether that number is one or 70,000, there's always an upper limit. For Peasant Revolt and Imp. Census, that's not true, and that's the difference between a global effect and a targeted one.
If there's no hard cap on the number of things that can be hit by an effect, it's global. If there's a hard cap, then the effect cannot be considered global, and then we go to the other 3 targeting rules to see if it targets.
IC and PR does have an absolute number of personalities that it can effect, as the number of personalities in play that can be hit by it is always a known number. I ask again, what's the difference?
A: That's not an absolute limit, it's a practical limit. Let's not make this discussion delve into the deep intricacies of the rules. Peasant Revolt and Census don't target because, very simply, they affect "all cards fitting a certain description." That's the verbatim text of targeting rule #3, talking about how to determine whether or not something is a global, non-targeted effect. Stand's first effect does *not* have text saying that it affects all cards of a certain description, and it's not targeted. You can argue the logic of those rules, but you can't argue that the rule itself exists. Vaughn Derderian, "Post for June 19, 2003", 19 Jun 2003 - Q: Jeff,
Per your ruling, Stand Against the Waves targets personalities. I wanted to know why stand targets, but Imp Census/Peasant Revolt do not.
A: To start with, here's the text from Stand Against the Waves:
You may play this card only if you have units in this battle and each Personality in your army has Followers. Battle: Your opponent must bow as many Personalities in his or her army who have no Followers as you have units in your army. If he or she cannot do so, bow all opposing Personalities without Followers.
Why does Stand always target? Because the first effect of the Battle action always happens, even if the second part is guaranteed to happen, too. So, after Stand is played, you first force your opponent to target and bow X personalities. Then, you create a second, usually pointless effect that bows all the opposing personalities without Followers. So, that said... Vaughn Derderian, "Rules for June 11th - Part One!", 11 Jun 2003 - Q: That's important: Peasant Revolt's "may not straighten" effect does NOT apply only to the cards it forced to bow when it first went off. It applies to anything that tries to straighten and has too much Force.
Would it be correct that if a personality's force were reduced (say by Evil Portents), he would be able to straighten during a Peasant Revolt?
A: Yes. What's important is his Force at the time he tries to straighten. Jeff Alexander, "post for 9 January 2002", 10 Jan 2003 - Q: My opponent reveals Peasant Revolt in his turn: Peasant Revolt Each Personality and Follower with over 2 Force bows. No Personality or Follower with over 2 Force can straighten before your next turn
I am playing Utaku palaces: Magistrate Personalities and Magistrate Followers cost 1 less Gold for you. Reaction: Once per turn, after another player declares an attack on you, straighten all cards in one of your Cavalry units. You can do this even if the Utaku Palaces are bowed.
1. Can I unbow a Personality with over 2 force with the reaction?
A: No. Peasant Revolt prevents straightening for one long, continuous stretch of time, not just during the Straighten Phase. Jeff Alexander, "post for 7 January 2003", 8 Jan 2003 - Q: 2. If my personalities are bowed when Peasant Revolt resolves, do I straighten them on my next turn? (My opponent revealed the Peasant on his turn).
A: No Personality or Follower that's over 2 Force when it tries to straighten can straighten if Peasant Revolt's full duration has not yet elapsed. It doesn't end until the beginning of the next turn of the player who resolved it. [card text]
That's important: Peasant Revolt's "may not straighten" effect does NOT apply only to the cards it forced to bow when it first went off. It applies to anything that tries to straighten and has too much Force. Jeff Alexander, "post for 7 January 2003", 8 Jan 2003 - Q: ok, heres another one...
player A is a lion, with one Akodo Tadenori, and one Matsu Nimuro in play, while his own Peasant Revolt shows up.
Nimuro bows, and Tadenori doesn't.
but now player A decides to use his lonely Tadenori to destroy anothers player province, using a strenght of purity and tactician trait to improve his force....
now the question:
at the end of the battle, Tadenori bows during the resultion segment, asume player A has a ralling cry in his hand:
[...] AND THE ANSWER IS... d) he can use it. rallying cry PREVENTS tadenori from bowing in the first place.
A: Correct. Jeff Alexander, "post for 28 February 2002", 1 Mar 2002 - Q: Ok How about this.
Player A has peasant revolt and it goes off. Player B Has Matsu Nimuro curently bowed. Since Nimuro is not affected by Peasant Revolt due to the fact that he is already bowed, can he unbow on Player B's next turn?
A: No.
Peasant Revolt has two effects. It bows all Personalities and Followers who are above a certain Force right when it goes off, and for a certain amount of time it prevents all Personalities and Followers who are over a certain Force WHEN THEY TRY TO STRAIGHTEN from straightening -- irrespective of whether they were that large or even in play when Peasant Revolt appeared.
