Rules Q&A
- Q: 2. Re Savagery of Moto and Plains of Otosan Uchi If Savagery is used by the attacker to switch Plains of OU into the defender's province, and this province is then destroyed, who loses the 10 Honour? I think it's the attacker, since he would still control the Plains regardless of where they are, and the text of Plains doesn't give any reason to suppose that anyone other than their controller would suffer the honour loss.
A: Correct conclusion.
Correct explanation.
We have a winner. :) Martin Lund, "Rules for 14 December 2004", 20 Dec 2004 - Q: 2) I attack, using Savagery of Moto to switch in my Plains of Otosan Uchi. I get sent home. Does my opponent get to put two cards into that province?
A: He has to add a second card to the Province immediately upon having Plains attached to the Province. Martin Lund, "Rules for 9 December 2004", 12 Dec 2004 - Q: If you have 2 personalities face up on Plains of Otosan Uchi and the provience is destroyed in a battle and you play Fires in the Hidden City, do both personalities come into play?
A: Fire in the Hidden City refers to the Personality it brings into play in a singular fashion, not plural. You must choose and target the one personality you wish to bring into play. Martin Lund, "Rules for 20 October 2004", 24 Oct 2004 - Q: There is some talk that Jeff said at GenCon that when you reveal a Plains of Otosan Uchi and refill it, the second card fills face up.
A: Well, technically, it doesn't refill face-up. It fills normally, then it's revealed. Martin Lund, "Rules for 26 August 2004", 31 Aug 2004 - Q: Well, let's suppose that I have plains of otosan uchi attached to province A. A holds 2 dynasty cards.
There is a battle at province B. I play forgery to move the Plains from A to B.
Now, the question : What happens to dinasty cards in A ? What about dynasty cards in B ? (in the few next turns if it is relevant ?).
A: If a Province suddenly loses its ability to hold the number of Dynasty Cards it currently holds - the player to whom that Province belongs chooses to discard cards from that Province until the total number of cards in the Province is adjusted properly.
So if you had 2 cards and suddenly could only hold 1, you'd have to discard 1 of your choice to get down to 1 card.
If you had 1 card and suddenly could not hold any (Shinsei's Shrine), you'd have to discard that card to get down to 0 cards.
If you go from being able to hold 1 card to being able to hold 2 cards, immediately add another face-down Dynasty card to that Province (if you have any left). Martin Lund, "Rules for 21 May 2004", 24 May 2004 - Q: The Plains of Otosan Uchi allows both cards to be revealed as well as letting you choose the order.
So the difference is that the cards are revealed as part of the Events Phase, rather than the 'Barracks (and other cards) ability triggering after the cards have been revealed?
A: Right. Jeff Alexander, "rules for 17 March 2004", 18 Mar 2004 - Q: The ruling on Shogun's Barracks and Events/Regions made me wonder... if a province is only checked once for events, what about Plains of Otosan Uchi? Does this mean that only one event can resolve in that province even though it holds two cards?
A: The Plains of Otosan Uchi allows both cards to be revealed as well as letting you choose the order. Jeff Alexander, "rules for 12 March 2004", 13 Mar 2004 - Q: I have several questions concerning Plains of Otosan Uchi.
1st, It holds two dynasty cards, is one of them considered to the left of another?
A: No. Jeff Alexander, "rules for 17 Feb. 2004", 19 Feb 2004 - Q: Finally, Lets say Regions of Rokugan is revealed in one of my provinces. I search through my deck for Plains of Otosan Uchi and attach it to the province Regions is being held in. I then put the second dynasty card into the same province. Regions finishes resolving and I discard it. Do I get to reveal the second dynasty card that is in the plains?
A: If you want. Jeff Alexander, "rules for 17 Feb. 2004", 19 Feb 2004 - Q: Purification says that you bow the caster when one of your personalities has just died to put the dead peep in your leftmost province. The next sentence says to discard any cards in that province first. Just to be sure, if your leftmost province is the Plains of Otosan-Uchi, you must discard both cards in it, put in your dead guy, then put one more in.
A: No. "Discard ANY cards..." Lose them both. Zen Faulkes, "Rules for 26 October 2003", 26 Oct 2003 - Q: Second thing I want to know is, if a SL player can play with cards that have the "Imperial"-trait? (Plains of Otosan-Uchi for example)
A: Sure. Jeff Alexander, "post for 23 September 2002", 25 Sep 2002 - Q: Shinsei's Shrine Takes precedence over Plains of Otosan Uchi if they both end up on the same Province. [DW, e-mail, 19 February 1998] Seemed to remember a question about this earlier, I am curious how they would both end up in the same province.
A: There are card combinations that can achieve this. Jeff Alexander, "post for 5 April 2002 pt. 1", 5 Apr 2002 - Q: b) Imperial Surveyor grabs a Shinsei Shrine and attaches it to a Province. Regions of Rokugan grabs Plains of Otosan-Uchi and attaches it. And vice-versa. What happens to the cards in those Provinces? Do they (the Provinces with the Regions) get new cards? How many?
A: A Province is refilled up to capacity at any time it holds less cards than that number. I'll see what the Rules Team says about when the capacity shrinks. Jeff Alexander, "post for 25 March 2002", 26 Mar 2002 - Q: Plains of Otosan Uchi: Imperial Unique This Province is considered two Provinces for containing cards (but still one Province for targeting and during the Attack Phase). When this Province is destroyed, lose 10 Honor.
I) If I reveal Regions of Rokugan and attach Plains of Otosan Uchi to my rightmost province, I place the aditional card under Plains of Otosan Uchi inmediatly (then I face up in this turn), or at the end of Dinasty phase?
A: A Province which holds less than its maximum number of Dynasty cards at any time gets refilled immediately. Jeff Alexander, "post for 9 October 2001", 9 Oct 2001 - Q: II) If I have Plains of Otosan Uchi attached to my last province and one of the cards that I face-up is a region, can I attach it to the province? and if it is Shinsei's Shrine, what happens?
A: It is one Province which contains two cards. Since it's one Province, it can only have one Region attached. It already has one. You can't attach another. Jeff Alexander, "post for 9 October 2001", 9 Oct 2001 - Q: Under Modern/20F Arc rules When this card attaches to Province second Dynasty card is revealed this turn or not?
Asking becasue of this situation: https://youtu.be/7V6pZ1lH9oc?list=PLAZO ... 6Erz&t=324
Or maybe Mark is using LE version with old wording.
A: That appears to have been a misplay.
Although the card is not yet updated in the Oracle to contemporary wording, the MRP from Emperor Edition is clear in that the second Dynasty card should not be revealed the same turn PoOU comes into play, even if there is technically no longer an "Events Phase". Brook Cunningham, "Plains of Otosan Uchi", 9 Aug 2015 - Q: It is Player A's turn and he has a province with Plains of Otosan Uchi, one the cards is Hida Yamadera. Player B destroys the Plains of Otosan Uchi in the Action phase. During the battle phase, Player A uses Duty of the Crab to bring Yamadera into play. Does the province still refill face up per Yamadera's reaction?
A: Per the CR on Refill, affects like Yamadera will only affect a province that is momentarily empty. Since this isn't the case in the situation you described, Yamadera will have nothing to refill. Jon Palmer, "Plains of Otosan Uchi and Hida Yamadera", 9 Jun 2012 - Q: Forgive my ignorance, but after searching this rules forum I'm still confused by the latter part of the first sentence on this card. After it enters play in the Events Phase, you refill it with two face-down cards. I'm with it so far. What's eluding me is the meaning of the part I've highlighted below:
Relevant text: This province holds two Dynasty cards;do not reveal the second card in the Events Phase this card enters play. You decide each time which card slot is revealed, resolved, or refilled first. Before this province is destroyed: Lose 10 Honor.
As I understand it, after a region enters play you refill the province face-down. You don't reveal the first card that refills the province, so why is there an instruction not to reveal the second card?
Again, apologies if this is glaringly obvious, I just couldn't work it out or find any explanation.
A: Since Regions enter play during the Events phase, someone could technically look at the newly created slot, and say, "Oh look, a Dynasty slot I have not revealed yet! I shall reveal it now in sequence, as that is the act I am currently in the middle of undertaking." So, there's a clause to prevent it. Brook Cunningham, "Plains of Otosan Uchi", 25 Apr 2012 - Q: Relevant Rules Text:
Hida Yamadera
Plains of Otosan Uchi
Question:
If Hida Yamadera comes into play from a province with Plains of Otosan Uchi attached, do you refill both cards that it holds face up? And if so, do you discard the card that wasn't Yamadera?
A: "Refill" is something that only happens when a province (or in the case of Plains of Otosan-Uchi, half a province) is empty. You would only refill the card slot from which Yamadera entered, face-up. Jon Palmer, "Plains of Otosan Uchi and Yamadera", 24 Apr 2012 - Q: Regarding this ruling: viewtopic.php?f=59&t=96378
The ruling I cited may be 7 years old, but the point I was trying to make was valid regardless. I would appreciate my entire post being read and responded to. Thanks.
A: Please do not make passive-aggressive accusations of the Rules Team not doing their job. Also, welcome back!
In this case, it does not matter whether the left- or right-most province is filled "first". Whichever province is filled first will not flip because the "first" slot has already flipped this turn, the same as any other province in which a region is revealed. Jeff's original ruling was based on the argument that in proceeding from left to right, if the second card filled to the right of the replaced slot from which Plains of Otosan-Uchi entered play, in proceeding to reveal provinces from left to right you had an option to flip the second card (I know this because I argued with him at length about it when he made the ruling at GenCon 2004).
Under the current wording, if you fill the provinces left first, right second, the right card will not reveal due to the Emperor Edition card text. If you fill the provinces right first, left second, the right province will not reveal because the card from that slot has already been revealed, and the left province will not reveal both because of left to right province flipping AND because of the card's text. Jon Palmer, "Plains of Otosan Uchi", 26 Feb 2012 - Q: Regarding this ruling: http://www.alderac.com/forum/viewtopic.php?f=59&t=96378
Plains of Otosan Uchi reads: "This Province holds two Dynasty cards; do not reveal the second card in the Events Phase this card enters play. You decide each time which card slot is revealed, resolved, or refilled first. Before this province is destroyed: Lose 10 Honor."
Since the player can decide which order the card slots are refilled, the player can decide to refill the right-most province first then the left-most province second. Afterward, the right-most province (being the first card, not the second) may then be revealed per the following ruling: If it attaches to a province while that province is being revealed during the Events Phase, the second card can be revealed before moving to the next Province. [JA, 26 August 2004] (http://rules.l5r.com/Older_Card_Rulings_P-Q)
Correct?
A: The seven and a half year old ruling to which you are referring is directly contradicted by the card's current text. Brook Cunningham, "Plains of Otosan Uchi", 24 Feb 2012 - Q: A second question on this today.
Plains read: This province holds two Dynasty cards: do not reveal the second card in the Events Phase this card enters play. You decide each time which card slot if revealed, resolved or refilled first.
Before this province is destroyed: Lose 10 Honor.
I want to know during the first time this region resolves and attaches to a province, do the first dynasty card gets flipped at all, or both of them will not be flipped.
A: No, the first (and likely only) time a copy of Plains of Otosan Uchi attaches in a game, you would refill the province with with a facedown Dynasty cards, then because the province is still below it's maximum number of Dynasty card's it holds, you would attempt to refill it again, facedown.
You would then move on to flipping face-up the next Province to the right, as per the sequence of play for the Events Phase, step F. Ben Higgins, "Plains of Otosan Uchi", 24 Feb 2012 - Q: to clarify
if a province has 2 dynasty cards in it (because its maximum was raised beyond one by a card like Plains of Otosan Uchi)
And then its maximum held cards is reduced (such as by the destruction of the Plains of Otosan Uchi)
I don't see any rule that says that should the maximum be reduced, excess of the maximum are discarded. I feel this makes it like attaching spells or additional weapons to shugenja and kensai respectively, and then losing aforementioned keyword, however a player I respect for his understanding of the rules felt if in a tournament he would call one of them be discarded and then ask the ruling on the forums. Figured I'd go ahead and check the ruling ahead of time (might encourage me to run it)
http://rules.l5r.com/CE_Areas_of_the_game#Provinces_.28out_of_play.29
A: You are correct, after Region is destroyed or discarded the "extra" card would remain, until it was brought in to play or was discarded. You would then follow the procedure for refilling the province as mentioned in the link to the CR that you posted. The province would then have a maximum of one space for a facedown Dynasty card, so would not have a empty spot to fill.
Note: Previous printings of Plains of Otosan Uchi did have an effect that would force discarding the extra card in the province when the Region left play. However, this was removed with the MRP in Emperor Edition. Please be aware of this if you are playing older versions of the card in tournaments. Ben Higgins, "Plains of Otosan Uchi clearification", 24 Feb 2012 - Q: Plains of Otosan Uchi: This Province holds two Dynasty cards; do not reveal the second card int the Events Phase this card enters play. You decide each time which card slot is revealed, resolved, or refilled first.
If I use Border Keep to replace both cards in a province with Plains of Otosan Uchi along with the cards in the rest of my provinces, how many cards in the Plains province are refilled and revealed simultaneously with the non-Plains province cards?
A: 2 and all of them. Jon Palmer, "Border Keep and Plains of Otosan Uchi", 10 Jan 2012 - Q: So Plains of otosan uchi shows up (in khol wall) Then Shinsei's shrine shows up. Which takes precedence?
A: The most recent. Zen Faulkes, "Plains of Otosan Uchi and Shinsei's Shrine", 11 Apr 2005 - Q: Quote:

What if Plains comes up then later on Shinsei's Shrine so the province currently no longer holds cards. so what happens if i use Savagry of Moto to switch out the Plains and then at the end of the Battle it comes back does the province hold cards or no?
A: Yes, it will hold cards. Zen Faulkes, "Plains of Otosan Uchi and Shinsei's Shrine follow up", 11 Apr 2005 - Q: For the record:
Accumulated rulings state:
If it gets attached to a Province while that Province is being revealed during the Events Phase, the second card can be revealed before moving to the next Province. [JA, 17 February 2004; 26 August 2004]
If second card's an event, I conclude it resolves. Correct ?
A: Yes. Zen Faulkes, "Plains of Otosan Uchi", 31 Mar 2005 - Q: how does it intract with Plains of Otosan Uchi? does the card get discarded when it moves or does it just not refill the second card?
A: Same as if destroyed: discarded. Zen Faulkes, "March 2005 Ruling Archive", 3 Mar 2005 - Q: how does it intract with Plains of Otosan Uchi? does the card get discarded when it moves or does it just not refill the second card?
A: Same as if destroyed: discarded. Zen Faulkes, "question about move the earth", 1 Mar 2005 - Q: In the case of Plains of Otosan Uchi.
A: From Marty's 14 December rules post:
"'If Savagery is used by the attacker to switch Plains of OU into the
defender's province, and this province is then destroyed, who loses the 10 Honour? I think it's the attacker, since he would still control the Plains regardless of where they are, and the text of Plains doesn't give any reason to suppose that anyone other than their controller would suffer the honour loss.'
"Correct conclusion. Correct explanation." Zen Faulkes, "Savagery of the Moto", 6 Feb 2005
