Rules Q&A
- Q: Kyuden Gotei reads: "Kyuden Gotei counts as a Port card." Is this stronghold now actually a card in play and may be targeted as one? Or does it only count for the existence of port cards?
A: Jeff Alexander wrote on Mon, 15 Sep 2003, in Re: [L5R-CCG] Kyuden Gotei: "Kyuden Gotei does not count as a card. It only counts as a Port for purposes of things that look for Port cards."
That should probably go under the MRP of Kyuden Gotei in its entry on the Accumulated Rulings Martin Lund, "Rules for 1 July 2004", 4 Jul 2004 - Q: If strongholds are exempt from the keyword rule, what's the point of giving them keywords, Port in this instance?
A: In this specific case, it's why the Diamond Edition Kyuden Gotei specifically says it is treated as a Port *card.*
As for the general case, the rule is there to stop strongholds from accidentally being subject to effects meant for cards. This goes way back to The Touch of Shinsei in Crimson & Jade, which keyed off "Temples." This should have then worked with the Naga and Phoenix strongholds at the time, but the design team wanted to isolate strongholds from most game effects. Zen Faulkes, "Rules for 26 October 2003", 26 Oct 2003 - Q: I would like to continue this discussion because I need several clarifications.
2) I think that your answer contradicts your post here where you wrote: In Step D, Resolve Effects, you search your deck for a Market or Port. If it has gold cost equal to the gold you paid in Step B, Recruit it; otherwise, discard it.
5) If it concerns a Reserve Personality, I understand that all the gold paid disappears, but the Gold Cost stat does not change, and the Personality stays in the Province. Am I right?
Additional question: is it possible to use Plain Library's Interrupt when recruiting it via Building Contract? I would say no, because the Interrupt would have to be declared in response to BC's Dynasty action, and at that time PL is not "visible". But I am confused.
A: 2. That ruling was made with the Ivory Edition rules, which did not target the Holding, so you could get any Port or Market. With Twenty Festivals, all Recruit and Equip actions target the card entering play, so you may only search for a card which meets the targeting requirement.
5. The Recruit effect is negated, so you never "pay for" the Personality, so the Invest cost increase does not happen.
Note that during the Pay Costs step, it is known that you will be paying for a Personality, which may affect the amount of gold produced. However, this does not mean that you are at that point paying for the Personality, which happens later - in the Resolution step of the action.
6. Correct. You cannot use an Interrupt on a face-down card. Alex Jones, "Failing to Equip or Recruit", 13 May 2015 - Q: While I like the ruling made here. I don't think it's correct because for Second City Market you pay gold as part of the action before you search for a holding.
Second City Market: Open, (bow), * (gold) : Search your Dynasty deck for a Market or Port. Recruit it (bowed). Destroy this Holding.
So you would pay 2 gold before searching your deck and then the recruit action checks against how much was initially paid. And Overpaying isn't possible so you couldn't recruit a 1 gp holding if you paid 2 for the action.
A: After discussion, I've realized I was wrong here, and in fact with the specific situation of Second City Market, you're paying the gold before you search the holding (so Bookkeeper doesn't see that you're recruiting a holding). Bookkeeper will not gain tokens in this case. This is a REVERSAL. Jon Palmer, "Second City Market", 13 Jan 2015 - Q: Daikua

Reaction: Before the Defender's first opportunity to take a Battle action or pass in the current battle, if you are not the Defender or if you are and the Attacker controls a Port or Naval card, bow Daikua and one of your Ports: Take an additional Battle action.
lets say i am the attacker and i have more naval guys than my opponent i declare a naval invasion, would i be able to use daikua's reaction right after i perform my first action as naval?
A: Well, not "right after", but essentially yes.
You use the Naval Reaction "after engaging". When all Reactions "after engaging" have been taken, you get your Battle action from the opportunity granted to you by the Naval Reaction. Then, before the defender's first opportunity to take a Battle action, you may take Daikua's Reaction. You make take your additional action (or actions, if you use multiple Daikuas), then the Defender gets his first opportunity. Alex Jones, "daikua and naval (legacy)", 15 May 2012 - Q: Hi Again,
I am buying a Lion with 7 honor requirement, 6 goldcost and am at 7 Honor. What would happen if I use the smuggler´s port to produce 3 gold for him? Would I then have to pay 2 more to ignore the honor requirement, or is that checked before paying? The rules aren´t very clear on the moment you check honor requirement.
Thank you!
A: See Playing Personalities, in particular: B. The personality’s Honor Requirement and other restrictions on its entering play are checked at this point and at no other time; and C. If requirements and restrictions were met in step B, the player pays the Personality’s Gold cost;
The Personality's honour requirement is checked in step B; if you lose honour during step C this will not stop you bringing the Personality into play. Alex Jones, "Smuggler´s Port", 6 Oct 2009 - Q: With regards to this ruling viewtopic.php?f=59&t=68641 and its precursor
Is it not still a requirement of any redirection of targets that the new target be legal for the original player to have declared as a target when the action was initially announced?
If so this general ruling seems to be overbroad and in error in most circumstances. Assume a player with naval peronalities sufficient to declare a naval invasion at a battlefield declares it.
First we have the Declaration of Naval Invasion through the rulebook reaction
Naval Ability Reaction: If you are the Attacker and your current army has more Naval cards than the opposing army, once per battle after engaging: You have the first opportunity to take a Battle action, which must be performed by a target Naval Personality or one of his Naval Followers.
In cases where multiple cards perform a Battle action, only one need be Naval.
Note that the Naval Reaction (declaring the invasion) is not an action by a target card, but by a player. He may then take an otherwise legal battle action out of sequence with the effect of an additional targetting restriction on that action once it is declared. Misdirection cannot change the player who gets the opportunity to take the naval action since the second player is not an otherwise legal target.
Misdirection reads: Political Gozoku Reaction: Before another player would choose targets for one of his action’s effects during a battle, target one of your Courtier or Gozoku Personalities: You choose the targets instead.
You announce the Naval Battle Action you intend to take BEFORE announcing its required targets, which have the additional restriction (in addition to whatever else) of being naval.
A. Announce the action At this step, the player says which ability he or she is using, indicating its source and, if that source has multiple abilities appropriate for that point in time, which ability is being used.
{{ Note that this ruling causes the naval invasion action to have occurred but fail, preventing the deadly ground or hosiing effect. But this should rarely be a problem for the reasons set out below -- If one or more of an action's effects will be negated or otherwise fail to occur (for example, bowing an already bowed Personality, or moving him to a location he is already in), the action is still legal to take. Effects are not required to happen in the same way that costs and targeting are. [ADDED Oct 17 2007] }}
Good Faith Rule: When an action is announced, the player must be able to target all required targets, meet all conditions of the action, and pay all mandatory costs, to the best of his or her knowledge.
Still no trigger for Misdirection UNTIL after the action is announced and its "source target" is identified.
Misdirection does not by its own terms allow you to choose an otherwise illegal target for an effect (ie having a ranged attacker shoot himself or a neighboring card in the face is not permitted unless the ranged attack as written could have allowed this choice).
B. Required targeting At this step, an action’s required targets must be targeted. Optional targeting described in the constraints block is not required, but takes place at this step if it is chosen. All targets are designated in the order described, including simultaneously if a number of targets are indicated by a number (such as, “target two Holdings.”) Targeting in the constraints block happens before targeting described in the effects block.
So, misdirection is required to redirect the Announced Action to an otherwise legal (naval) target source to take the action or may be used as normal to redirect the follow up effect of the naval action.
In the case of printed battle abilities present on a naval card in the battle this would allow redirection of the target of the Battle Actions effects, but not its source, unless there are other multiple copies of the card with identical battle actions in play (and, bowing one versus another could make a difference in some circumstances).
In the case of other actions played from the hand (and attachments) the Misdirecting player can redirect the target of the action to an otherwise legal performing target (ie present at the battle field), or in the case of an announced movement action, equally capable of being moved in, or equally possessing a required key word such as samurai, tactician or magistrate, or personal honor for attaching a follower. If there are no other legal "source targets" for the announced action then it cannot legally be misdirected from the original "source" target.
So an announced naval refugees can be redirected to anyone at the battle (required by refugees) without followers (required by refugees) with the naval keyword (required by naval).
An announced attachment of Heavy Infantry by Eat Hub Port can only be redirected to a person at the battle (required by the attachment action on EHP & the Rulebook) with the requisite personal honor (rulebook requirement) in the naval invading players army (nothing on heavy infantry or EHP to allow attachment to opposing player) with the naval keyword (required by naval invasion rulebook effect)
An announced naval peasent vengeance must target for its source a follower (PV text) at the battlefield (rulebook) with the naval keyword (Naval from rulebook). Misdirection would allow selection of a different naval follower to perform the action, if one is available in the attacking army. Otherwise choose a different legal peron for it to kill.
A: I think you're missing which action Misdirection is being played in response to: it's *not* the Naval Battle action.
Naval Ability: "Reaction: If you are the Attacker and your current army has more Naval cards than the opposing army, once per battle after engaging: You have the first opportunity to take a Battle action, which must be performed by a target Naval Personality or one of his Naval Followers."
This Reaction targets "a Naval Personality", and it's *this* action to which Misdirection is reacting. Misdirection allows the defender to choose any Naval Personality in play. The attacker must then either announce an action performed by that Personality or pass. If he does not control the Personality or (barring actions that ignore the Rule of Location) the Personality is not at the battlefield, he must pass. Alex Jones, "Naval and Misdirection", 6 Jun 2008
