- Q: Question: card rising terror- Can the fear effect be used in non battle??
A: No. Erm... well, let me check. 😄 Under the most current Rules, no, because "Fear X" is shorthand for "Bow a target enemy Follower or Personality without Follower with Force less than or equal to X", and cards aren't "enemy" cards unless you're against each other during battle.
