Rules Q&A
- Q: What about other things that occur "during" the End phase (Gifts and Favors, Shinsei's Shrine). When do these happen, exactly?
A: Shinsei's Shrine produces an effect that happens "during" the End phase, and thusly can happen at any time during the phase, as per Dave William's ruling above.
Gifts and Favors has a Reaction, so again, it would have to happen in response to entering into the End Phase (the first point at which the trigger == true) or not at all. Of course, it is up to you whether you order "during" triggered Effects before you take your Reactions or at some point afterwards. Martin Lund, "Rules for 19 and 20 September 2004", 24 Sep 2004 - Q: how do regions which prohibit refilling interact with effects that directly put a card into the province?
A: Well, most of the modern ones (like Shinsei's Shrine) specifically state that the Province does not hold Dynasty cards, in which case they would Negate such an effect trying to put a card there. Martin Lund, "Rules for 22 June 2004", 25 Jun 2004 - Q: If the event Reigons of Rokugan pops up, and a player uses it to search for Shinsei's Shrine, do they have to discard the card in the province they attach it to?
A: The Province no longer has the capacity to hold any Dynasty cards, no matter how or when they got there. With no Province to hold it, the Dynasty card in question goes to the discard, just like a card you are instructed to take from your deck and play is Discarded if you can not play it when instructed. Martin Lund, "Rules for 27 April 2004", 30 Apr 2004 - Q: Can I "ressurrect" someone with the Morning Glory Castle onto a empty province, for example a province with a Shinsei's Shrine?
A: Shinsei's Shrine says that the Province can't hold cards, so no, you can't put cards in that Province.
If the province is just empty because there are no cards available to put there, you've got nothing stopping you from putting a card in there. Martin Lund, "Rules for 24 April 2004", 27 Apr 2004 - Q: If my opponent is playing Morning Glory Castle, and he gets a Shinsei's Shrine in one of his provinces, can he use his stronghold to refill it with a personality that has been destroyed?
A: He can, but the card is immediately discarded. Zen Faulkes, "Rules for 21 November 2003, Part 2", 22 Nov 2003 - Q: Shinsei's Shrine Takes precedence over Plains of Otosan Uchi if they both end up on the same Province. [DW, e-mail, 19 February 1998] Seemed to remember a question about this earlier, I am curious how they would both end up in the same province.
A: There are card combinations that can achieve this. Jeff Alexander, "post for 5 April 2002 pt. 1", 5 Apr 2002 - Q: II) If I have Plains of Otosan Uchi attached to my last province and one of the cards that I face-up is a region, can I attach it to the province? and if it is Shinsei's Shrine, what happens?
A: It is one Province which contains two cards. Since it's one Province, it can only have one Region attached. It already has one. You can't attach another. Jeff Alexander, "post for 9 October 2001", 9 Oct 2001 - Q: III) If I have Poorly Placed Gardens attached to my last province and I face-up Shinsei's Shrine, what happens?
A: You still can't attach the Shrine. You can attach the PPG if there isn't one on that Province already. Jeff Alexander, "post for 9 October 2001", 9 Oct 2001 - Q: Do regions enter play simultaneously after all provinces are revealed, or is it in reveal order? Specifically, can Exile's Road in Province 1 copy a Shinsei's Shrine in Province 2, if both are revealed on the same turn and there are no other Shrines in play?
A: It is not simultaneous, and since the current rulebook does not specify an order, the active player gets to bring them out in the order she wishes. Jeff Alexander, "replies to 28 May 2001", 3 Jun 2001 - Q: So Plains of otosan uchi shows up (in khol wall) Then Shinsei's shrine shows up. Which takes precedence?
A: The most recent. Zen Faulkes, "Plains of Otosan Uchi and Shinsei's Shrine", 11 Apr 2005 - Q: Quote:

What if Plains comes up then later on Shinsei's Shrine so the province currently no longer holds cards. so what happens if i use Savagry of Moto to switch out the Plains and then at the end of the Battle it comes back does the province hold cards or no?
A: Yes, it will hold cards. Zen Faulkes, "Plains of Otosan Uchi and Shinsei's Shrine follow up", 11 Apr 2005 - Q: Also what about that one Shinsei's Shrine ? if I Savagry that do i now not refill the province ?
A: The answer to the previous two questions is in the Diamond rulebook glosdsary, page 99 (which should have been the reference to my earlier answer, sorry). Zen Faulkes, "Savagery of the Moto", 6 Feb 2005
