- "The Scorpion have betrayed the Lion and the Crane, just as you said they would. Tsuneo will be able to march on Beiden Pass, and we will soon take Otosan Uchi from the upstart, thanks to your treachery." "It is our nature, Hantei-sama," Baku replied, and the trap was set.

Rules Q&A
- Q: Unfortunately, my question is about the philosophy -- Toshiken was just a good segue card. Allow me to put up a (hopefully short) list of example cards, each of which have 'can' or 'may' as an operative word that would seem to allow the player(s) a choice of performing the action on the card or not. Moreover, if the player chooses not to do the effect right now, will the trigger allow the choice to happen again?
Battle of Quiet Winds : Battle Terrain: The Attacker and the Defender may each send an opposing unit home bowed. (Choice: first player lets the unit remain - he's winning. Player two sends home a unit, now he's winning. Does player one say, "Since I have not sent a unit home yet, I will do so now."?)
A: No. Jeff Alexander, "post for 12 December 2001", 13 Dec 2001 - Q: And although I have asked this already, with no answer forthcoming I'll ask again: Battle of Quiet Winds plus Towers of the Asako: Does Towers of the Asako completely cancel this terrain, or only part of it (i.e. you can use Towers of the Asako to just cancel the part that prevents your unit from going home? Relevant card text: BoQW: Battle Terrain: The Attacker and the Defender may each send an opposing unit home bowed.
A: You use the Towers as soon as your opponent targets one of your Personalities. The action is then canceled, including all yet-to-be-resolved effects. You cannot choose to selectively allow some of them to still happen.
For Battle of Quiet Winds, the active player gets to decide who chooses a target first in cases where it matters (like this one). Jeff Alexander, "replies to 7 September", 11 Sep 2001 - Q: Hiya,
My first question concerns the card Master's Tactics.
Master's Tactics reads "All effects that would prevent this card [terrain] from taking full effect are negated."
If I played Master's Tactics with the Terrain Battle of Quiet Winds, would I be able to target an opposing personality with Kitsuki Kaagi's Journal attached?
A: No. The Journal does not negate or prohibit effects, it restricts targeting. Jeff Alexander, "Rulings for 12-13 April 2001", 19 Apr 2001
