- In the corner, Hitomi plunged an obsidian hand into Togashi's chest, drawing out his heart - and the twelfth black scroll. As Togashi had wished, she opened it, and foul laughter echoed through the empty palace. - X.VII

Rulings
- Erratum: The second ability is not missing the word "opposing". [MRP] Accumulated Rulings, February 8, 2000, p. 56
- This means that the casting shugenja need not be committed to the battle to bow an eligible Personality, and that if he is, he can bow any Personality in play. [card text, and DW, email, 2/7/97] Accumulated Rulings, February 8, 2000, p. 56
Rules Q&A
- Q: A good night's sleep really helps. I woke up today, and i knew the answer to that question. If a personality casts Stifling Wind in the current battle, using spell's second ability "Bow this shugenja to bow a personality with no unbowed followers", than this spell can target any of my opponents personalities with no unbowed followers, no matter where they are. Right?
A: Right. Jeff Alexander, "post for 4 July 2003", 5 Jun 2003 - Q: Who is right, and if the attacker is right, what action would still be legal against Matsuo both before and after he moves?
There aren't many. One example: the second action on Stifling Wind, provided the caster is in the current battle.
Now this reminded me of a game i've had a few days ago. The situation was quite similar. I was attacking two provinces, and at the left i've had One Personality, while my opponent had Doji Reju exp2 with no cards atached (i.e. no followers). At the right battle i've had several units, including Iuchi Hari with Stifling Wind. Now i've chosen the battle at the right province to be the first, and then tried to cast Stifling Wind to bow Doji Reju in the other province. My opponent, and a few other people started to argue that i couldn't do that, because the battle Doji Reju was in, hadn't started yet. Who was right?
A: You satisfy Relevance if the action comes from, targets, or affects the battle itself or something that's in it now or is going to be. So, an action like the second one on Stifling Wind, that does not require the target to be in the same battle as the card that the action is on, CAN be used on a card in another battle IF the card with the action is in the current one.
