- After this card enters play, all Followers at this battlefield detach, remaining in play at the battlefield and controlled by the player who last controlled them, though not in units.
After this Terrain leaves play or the Combat Segment ends, each unattached Follower's controller must attach it to one of his Personalities at the current battlefield, obeying requirements and restrictions while ignoring costs; otherwise, destroy it.

Rulings
- Erratum: Reads, "Street to Street 0G 1FV Immediate Terrain. Battle: All Followers at this battle detach and are no longer in units. When this Battle Action Segment ends or this Terrain is destroyed, each Follower's controller must attach the Follower to one of his or her Personalities in this battle. Destroy any Follower that any player cannot legally attach." [MRP, An Oni's Fury, 10 December 2001] Rules Archive, August 18, 2007, p. 35
- Lone Followers do not contribute to your army's total Force. [15 July 1999] Rules Archive, August 18, 2007, p. 35
- A Personality who cannot be targeted with actions (e.g., Kitsuki Kaagi's Journal) cannot re-attach Followers. [JA, 29 October 2001] Rules Archive, August 18, 2007, p. 35
- Followers in units entering a battle with the terrain already in play do not detach. [JA, 22 February 2002] Rules Archive, August 18, 2007, p. 35
- While in effect, Followers are not considered to be in units. [DW, 3/5/98] Accumulated Rulings, February 8, 2000, p. 56
- This means: They cannot be targetted or affected by cards that refer to units. Any traits or abilities they have that refer to "this unit" do not function. If all your Personalities are removed or killed, you no longer have a unit in the battle and your actions will be restricted accordingly, even if you still have unattached Followers. They do not contribute to your army's total Force. [l5rinfo, 7/15/99] Accumulated Rulings, February 8, 2000, p. 56
- Remember that attaching cards requires an unbowed Personality, above and beyond the normal targetting rules. You cannot reattach any Followers if all your Personalities are bowed. If the Akodo Stronghold's Reaction is used, this terrain, like any terrain, has no effect since it's cancelled before it can do anything. [Stronghold text] [REVERSAL] Accumulated Rulings, February 8, 2000, p. 56
Rules Q&A
- Q: Earlier today I ran into an interesting issue: I defend, my opponent Sneaks, Mushins, Plays Street to Street, then Blackened Skies. I lose everything but my archers. I'm assuming I have presence still as it only requires a unit, but I just wanted to double check.
A: You do not have Presence. You need a unit. With Street to Street in effect, "free-floating" Followers are not in units. Jeff Alexander, "post for 3 April 2003", 4 Apr 2003 - Q: JA: He must send home the one unit he can.
You pick an alternative you can satisfy and do as much of it as you can.
Jeff,
Take your Street to Street ruling into consideration. You ruled that you can attach Followers to your bowed Personalities, because you are targeting the Personalities with your opponents action. I think that in the case of Overwhelmed, you can target the 'Tested' Personality because you are targeting him with your opponents action.
A: It doesn't matter how similar they are. The situations are worded differently. The rulebook prohibits targeting your own bowed Personalities with your actions, but A Test of Courage prohibits targeting with any actions at all. It's a straightforward application of exactly what's written on the card and in the rules. Jeff Alexander, "post for 6 November 2002", 7 Nov 2002 - Q: Just to clarify here, I'll jump in.
No, I'm not Jeff. I'm not even the next best thing. But I try. Still, grain of salt and all that ...
"You must choose all targets when you announce an action, before you begin paying any costs."
The problem with Isawa's Last Wish is that YOU (the player of the Action) do not choose the target of the "retribution" part of the Action. There isn't really a definitively written rule in the rulebook or archive for when another player is forced to choose targets as part of another player's action.
I think the best thing to do in that case is to work with precident: Choose the target when instructed to do something that requires targeting by the card. This is how you work out the targeted parts of re-attaching followers after Street to Street, after all.
With that in mind, Isawa's Last Wish will never instruct the controler of the "Victim" to choose which card to "retaliate" against until the first effect (the controler of ILW destroying something) has resolved, because it explicitly says, "Do X. THEN player B does Y."
Hence, the action of Isawa's Last Wish won't qualify for the trigger "When an action targets a shugenja you control" of Asako Towers until it has already produced and resolved its first effect. By that time, it is too late for Towers of Asako to stop the destruction of the first card due to canceling the Isawa's Last Wish action.
A: That's precisely right. Thanks for the accurate in-depth explaination. Jeff Alexander, "post for 13 August 2002", 14 Aug 2002 - Q: Street to Street say
"Destroy any Followers that any player cannot legally attach."
If all opposing personalities are bowed can reattach followers??? :? if it can do! , why it can do?
A: You may attach Followers to your bowed Personalities if someone else played Street to Street. You can't if you played it. This is because it's the Street to Street Action card telling you to reattach them, and you can't target your own bowed Personalities with your actions. Jeff Alexander, "post for 23 May 2002", 24 May 2002 - Q: 2. Correct way to play Street to Street. S2S is played. All followers separate. If I am using Yogo Towers, I can bow opponents personalities. Once both players have passed, the battle goes to resolution and the followers re-attach and contribute to the armies force unless their personality is bowed. This is correct right?
A: Right. Jeff Alexander, "post for 22 May 2002", 23 May 2002 - Q: How does Moto Qing's "sending" a follower interact with "Street to Street"? [snip] Does it arrive at the battle and attach normaly, because Street to Street has all ready had it's initial effect?
A: Exactly this. See Archive entry (URL at bottom) on Street to Street. Zen Faulkes, "Rules for 20 May 2002", 21 May 2002 - Q: Followers brought into the battle after Street to Street is played stay attached to their Personalities. They also do not need to reattach when the terrain goes away.
Followers in a Street to Street don't have to reattach to the same personality, do they?
A: Absolutely not. (The Gold Edition wording is fairly clear on this.) Jeff Alexander, "post for 23 April 2002", 24 Apr 2002 - Q: Just a couple questions we could use answering please
#1... If Street to Street is in play and I use the Scorpion Clan Martyr with a follower to switch him in with someone who was in the battle (or any other switch or move into the battle action for that matter) what happens to that personalty's follower? Do they remain attached since the personality was not in the battle at the time the Street to Street triggered?
A: Followers brought into the battle after Street to Street is played stay attached to their Personalities. They also do not need to reattach when the terrain goes away. Jeff Alexander, "post for 19-22 April 2002", 23 Apr 2002 - Q: Yes. However, you cannot combine that ranged attack with any other cards, since you can only combine attacks within a unit.
Could you still use Arrows from the Woods to raise the strength of the ranged attack? Is that considered "combining"?
It's still legal. It's not combining.
However, AftW reads "When one of your *units* makes a ranged attack..." (emphasis mine). You've just said followers unattached by Street to Street are no longer part of a unit, so a ranged attack from one wouldn't be a legal trigger for AftW's reaction, correct? I believe this also goes for other non-unit ranged attacks, such as Guard House and the battle action on Arrows from the Woods. Am I right?
A: You're right. Arrows From the Woods' Reaction would only be legal when used on a Personality's Ranged Attack while Street to Street is in effect. It is NOT legal to raise the strength of a Ranged Attack from a "free-floating" Follower (and it's never legal to use it to raise the attack from another AFtW's Battle action). Jeff Alexander, "post for 30 January 2002", 31 Jan 2002 - Q: (i have a spearman attached to a personality and my oponent plays Street to Street, can i still bow the spearman for a ranged attack?)
A: Yes. However, you cannot combine that ranged attack with any other cards, since you can only combine attacks within a unit. Jeff Alexander, "post for 28 January 2002", 29 Jan 2002 - Q: I'm pretty sure I know the answers to these but I just want to hear an official answer.
Yokubo 4F/6C -/13/0 Unaligned Onisu of Desire . Nonhuman . Cavalry . Shadowlands . Unique . Lose 5 Honor. Reaction: Once per turn, negate a challenge against Yokubo. Reaction: Once per turn, after a target Personality attaches a card, destroy all other cards already attached to the Personality
1) In a battle, I play Street to Street. The S2S is destroyed. My opponent attaches 2 (or more) followers to one of his personalities. If I use Yokubo's second reaction on that personality, how many of the followers, if any, are destroyed.
A: None. None were already on the Personality when the rest attached. Jeff Alexander, "post for 19 December 2001", 19 Dec 2001 - Q: Awhile back, Jeff said something about this card that confused me and I asked about it. It got missed, so I thought I'd ask the rules people once more:
A: It didn't get missed. I saw other posters address the misunderstanding (and correctly) and so I moved on. Jeff Alexander, "post for 13 November 2001", 14 Nov 2001 - Q: Player A plays Street to Street. Player B is his opponent in this battle. The Battle resolves. Followers may now reattach. Player A attaches his own Followers to unbowed Personalities. Who chooses on what Personalities Player B's Followers go -- Player A or Player B?
A: By Gold Edition card text, Player B. Jeff Alexander, "post for 13 November 2001", 14 Nov 2001 - Q: Each Follower's Controller must attach the Follower to one of his or her Personalities in this battle. Hence, Player B will pick up one of his followers at resolution, and attach to one of HIS (i.e. Player B's) personalities in the current battle.
Interesting question is who attaches first? Player A or Player B? It normally doesn't make a difference, but just to clarify everything..
A: Start with the active player and go clockwise. Jeff Alexander, "post for 13 November 2001", 14 Nov 2001 - Q: 1) Since the Battle Action Segment ends before the resolution segment, the followers will still add their force to the battle (as long as they attach to somebody) right?
A: If they can re-attach, they'll add. Right. Jeff Alexander, "post for 5 October 2001", 6 Oct 2001 - Q: Jeff, please excuse me if I missed your answer to this question from the 20th, but I don't remember seeing it yet ...
A: I didn't answer since I saw a lot of archive quoting. Jeff Alexander, "replies to 22-23 September 2001", 24 Sep 2001 - Q: If Street to Street is in play, can followers use their abilities (e.g. ranged attacks)?
A: It depends. They're in the army but they're not in units. You have to make your judments based on those two facts. For instance, Spearmen can bow for a ranged attack since they're still opposing the other army, but two Spearmen cannot combine their attacks because no two are in the same unit. Jeff Alexander, "replies to 22-23 September 2001", 24 Sep 2001 - Q: Do followers under a from a Street to Street add their force for purposes of crushing attack? Either way, why?
A: No -- they are not in units (card text). On-line Gold rulebook: "The Attacker and the Defender add up the Force totals of all of their units to determine the winner of the battle. The Force of a unit is the Force of its Personality plus the total Force of all of its Followers. ... These rules hold true any time at which you need to know a unit’s or army’s Force total, not just during battle resolution." Zen Faulkes, "Rules for 30 July 2001, Part 2", 31 Jul 2001 - Q: Sorry about all this, my, the questions that occur when one is bored enough to go through the Accumulated Rulings! I guess you can say that the rulings is one document which "creates more questions than answers!" I don't know if that is a good thing or not...
Anyway, if Street to Street is in play, and I play Flattery (which I know does not count the force of the followers), do the followers get a chance to reattach? First issue is that the battle ends immediately without resolution. Second issue is that all of the personalities are sent home by Flattery, so there are no personalities in the battle to attach the followers.
A: It looks as though they would all be lost given Street to Street's current wording. Jeff Alexander, "Rulings for early March, 2001", 14 Mar 2001
