Rules Q&A
- Q: I have a question on Togashi Kisu.
Does Togashi Kisu 'open action' work on human personalitys in province's?
A: No, you may not.
Cards that are out of play cannot be targeted unless otherwise specified.
In this case "human personality" means "human personality in play".
This is on Page 30 of the Samurai Edition Rulebook.
"Normally, cards must be in play to be legal targets" Dan Jacobson, "rules on Togashi Kisu", 12 Dec 2008 - Q: Dishonorable Personalities have a maximum Personal Honor of zero.
A: Citation
Maximum and minimum values do not Negate any Effects that try to raise a stat above a Maximum or lower it beyond a Minimum (though it does make it impossible to pay a cost that requires you to violate a Maximum or Minimum). Rather, they impose the Maximum or Minimum value instead of the calculated value of a stat.
So, while he was Dishonored, the Personality had the +1PH bonus effects on him, but the Maximum value made you treat his stat as 0. When the Maximum value went away (due to being restored to Honorable status), the bonuses were still in effect, so he had 5 Personal Honor. Martin Lund, "Togashi Kisu and Peaceful Discourse", 26 Mar 2008 - Q: Can Togashi Kisu target personalities in provinces so that you'll gain honor additional honor or force your opponent to gain one less if they pay for gold for a personality?
A: The short answer is, "No."
The long answer is that effects only work on cards that are in play or in a temporary focusing, entering play, or resolution area unless the effect specifically tells you that it works on something in a Deck, Discard Pile, or other out-of-play area. Basically, unless the card is in-play or in a some sort of active game area (like Focusing something in a duel or playing out an Action card) it is pretty much inert.
Kisu just targets Personalities, not Dead Personalities or Personalities in Decks or Provinces - so he can't have any effect on Personalities in such places.
For a full description of what effects work where and any important exceptions, check out this section of the Comprehensive Rules. Martin Lund, "Togashi Kisu and Provinces", 9 Aug 2007
