Reaction: After another player could trigger a Ring's printed trait that would put it into play, or if he is meeting the conditions for a Ring's printed action which would put it into play, but does not at his first opportunity to do so, search your Fate deck for a copy of that Ring. Rulings

• Players are limited to one of each Ring in their deck but not to one of each in play, so you may play A Vision of Truth if a player satisfies a Ring condition an additional time after playing the Ring earlier. Rules Archive, August 18, 2007, p. 38
• If someone plays the Ring of Air after three appropriate actions, you cannot play Vision of Truth if he does three more that turn. You must wait for another turn. [DW, personal email, 2/20/98] Accumulated Rulings, February 8, 2000, p. 61

Rules Q&A

• Q: Can the House of Tao start with a Dark Ring in play or does the ring you start with count as being put into play and then discarded by the stronghold? If it does count as being put into play can a player react to it being put into play with cards like A Vision of Truth or Distraction of the Flesh.
A: The Dark Ring comes into play, and then gets discarded by the Stronghold.
Theoretically, there could someday be Reactions printed that would be available to use when the Ring enters/leaves play (either on Strongholds or Winds, because those are revealed at the same time), but right now, I don't think there's anything available to be used in that Reaction slot.
